Well like is it possible to automatically start a computer when it is shut down??

Well I have heard that we can make automatic restart of a computer when it is in hibernation or sleep mode. But can we schedule the computer to start itself when it has been shutdown. But power is on??
If yes, How is their any software for that please help.
